Call for Interest for External Evaluation

of the action “Football for Equality – Tackling homophobia and racism with a focus on Central and Eastern Europe” partly funded by the European Commission (DG Justice) under the Fundamental Rights and Citizenship Programme (June 2011 – May 2013)

FairPlay-vidc is looking for an external evaluator for the European Commission funded project “Football for Equality II – Tackling homophobia and racism with a focus on Central and Eastern Europe.” (FfE II)

Role of the evaluator
The consultant will be responsible for defining and implementing the ongoing evaluation and the final evaluation of the FfE II project.
The evaluation plan has to include the following main elements:
-    Assessment of the specific activities’ and measures’ aims and their implementation
-    Link to the main objectives (see below)
-    Incorporate the evaluation of the project Football for Equality I into this evaluation; building FfE II’s evaluation on the findings, recommendations and results of the evaluation of Football for Equality I

Means and Methods
Each activity will be evaluated by a specific procedure: contribution of the partner organisations; participant feedback/satisfaction questionnaires, expert evaluation etc. as required.
Based on these elements, SWOT (Strengths, Weaknesses, Opportunities and Threats) analyses will have to be prepared on the basis of the below mentioned elements of the project. During a coordination meeting, the results will be presented and discussed in relation with the partner organisations and be used to adapt accordingly the programme methodology and planning.
The final evaluation will concern both the project methodology (assumptions, inputs, processes, structures vis-a-vis the project outcomes) as well as the project result, vis-a-vis the commitments made in the application. This evaluation will have to be defined and implemented by the Consultant Evaluator. This final evaluation will have to include an analysis of the outputs of each implemented activities and of the feedback of partner organisations and participants.
 
How to answer to this call for interest?
For this call for interest, the Consultant Evaluator will have to summit a global methodology for the ongoing and final evaluation; this proposal must include clear objectives, means and budget for implementing successfully this evaluation.
Once chosen, the consultant will be given an overall contract for the implementation of the tasks outlined above.
