European handbook on supporters charters elaborated at Millerntor Stadium

The 1st consultation meeting on supporters charters took place in FC St. Paulis Millerntor Stadium in Hamburg, Germany, on 26 and 27 September. Hosted by Football Supporters Europe members of project partners of the EU-funded programme “Pro Supporters – Prevention through Empowerment” met with fans experts and European stakeholders to work on a European handbook on supporters charters. The handbook will be translated into five languages and is due to be launched in June 2013.

Representatives from football supporters, FIFPro, the Council of Europe, EPFL (European Professional Football Leagues), UEFA and as an observer ECA (European Club Association) gave their input to the discussions. Their support will then hopefully ensure widest possible support for the concept and the document if fans groups should be seeking to develop supporters charters at local level at some stage in the near future.

A supporters charter is to be understood as a concept describing an official agreement between football supporters and their clubs, outlining each others rights and obligations towards each other with the entire document being elaborated in a longer-term negation process. It can take various forms depending on the respective local situation.
